I am commanded by the Army Council to acquaint

for the information of the Earl of Crewe, that in

1857 the War Department purchased the residue of the

lease of a property at Spring Gardens, Hong Kong,

original lease being for 999 years from 29th July 1855,

subject to a Crown rent of £150 per annum, which the

Colonial Government waived for so long as the property

was held by the War Department.

This property (which is referred to in paragraph 12 of the Memorandum by Colonel Lewis, forwarded

with Colonial Office letter of 12th April 1905, No:

11134/05) is no longer required for military purposes,

and as the Colonial Government do not desire to acquire

it, it has been decided to dispose of the lease at the

first convenient opportunity, when the Crown rent will

be re-imposed on the purchaser by the Colonial Government.

In these circumstances, it is considered that

the War Department should receive credit in the Colonial

Military Lands Account for the capitalized value of the

Crown rent on its re-imposition, as the waiving of the

Crown rent was in fact the setting apart of the Colonial

Government's

The Under Secretary of State,
